Moscow State University of Psychology & Education has founded «Play and Toys» research Centre in 2004.  
The main task of the Centre is to develop a concept and methods of examining toys by expert psychologists and educationalists and to evaluate the developmental qualities of concrete toys. Expert examination is based on the possibility for toys to become a real psychological tool and, consequently, to promote the development of not only merely concrete psychological functions and abilities but the child personality as a whole. 
 

The best of the examined toys and games can be granted with a special sign -  the image of the red horse with a blue colored line under,  which says "Children's psychologists recommend". The use of The Sign is determined by license.
